BAD NEWS: U.S. Citizenship and Immigration Services
(USCIS) announced on February 17, 2004 that (1) It has
received enough H-1B petitions to meet this year 's
congressionally mandated cap of 65,000 new workers and
WILL NOT accept any new H-1B petitions for first-time
employment subject to the FY 2004 annual cap. (2) Any
new H-1B petitions received on today (February 18,
2004) and after WILL be returned. The filing fee will
be returned, too. (3) The earliest date a petitioner
may file a petition requesting 2005 H-1B employment
with an employment start date of October 1, 2004,
would be April 1, 2004. This is a critical situation
for international students who want to stay in the US.
As long as the American economy is slow, it is almost
impossible for international students to get the H-1B
sponsorship smoothly.
GOOD NEWS: The Canadian Government has reduced the
pass mark from 75 to 67 for immigrant applicants! This
is a great opportunity and wonderful backup for those
who want to live and work legally in North America.
You can become a Canadian citizen once you live in
Canada for 3 years and there is no visa requirement
for a Canadian citizen to enter the US. Each year
thousands of Canadians, most of them with Chinese or
Indian background and American degrees, return to the
US for job hunting. They are your major competitors in
the US job market!!
